Only the continuing education, further training to become an Energy Consultant for Buildings (FPE) is a federally recognized course which, if you pass the Federal Professional Examination, will earn you a federal certificate. The other continuing education, further training courses, for example to become a heating / air conditioning / ventilation service technician, are specialist further training courses for air conditioning technicians, where you will receive a school certificate or association certificate after passing the examination and usually also a specialist permit, for example for refrigerants or connecting low-voltage electrical products (Art. NIV 15).
